CDN's current timeframe is after the end of the Reaper War, with the new forum starting in 2187. The Control-Ending, which is defined canon for CDN, left all relays in a destoyed or heavily damaged state. But the now controlled Reapers got to work really quick and brought an initial set of relays back on line.
Over time, more relays will come back online, with an additional five in 2188, three in 2189, and two in 2190, though the 2190 repairs also added many new connections to existing relays.
